Defendant in child abuse case fails to appear

A judge issued an arrest warrant for Jaccob Billiter on Monday after he failed to show for a change of plea and sentencing appearance in court.

Billiter, 34, was indicted on five counts of aggravated assault and two counts of child abuse involving a 4- and 6-year-old child.

Billiter had been living with his 23-year-old girlfriend in a camper in the 24000 block of North Highway 89 in Paulden, where deputies were called on July 10, 2012.

The 6-year-old was found with a "significant injury to his head and dried blood on his face," YCSO spokesman Dwight D'Evelyn said. Deputies were told he had been held upside-down while being whipped with a hose as punishment for drinking out of the irrigation system. He had welts on his back from the hose, and the head injury apparently happened as a result of the child being dropped head-first, D'Evelyn said.

The 4-year-old "had a visible injury on his forehead resulting from punishment by Billiter," D'Evelyn said. Paramedics took the boys to a hospital for treatment. A Child Protective Services report sent to Hancock in February said, "Both boys continue to present with significant behavioral and mental health issues."

Billiter posted bond in May.

In March, a proposed plea agreement was rejected by a judge as "too lenient." Billiter's attorney requested a new judge and the case was assigned to Judge Tina Ainley. He was to accept a new plea and possibly receive his sentence Monday when he failed to appear.

Ainley issued a nationwide arrest warrant.

This man was finally caught in December, 2013 and agreed to a plea deal on February 18, 2014. He will be sentenced in March.
